Depuis 2005, elle se donne pour objectif « d‘assurer la participation effective des acteurs concernés ou du moins de leurs représentants reconnus », dans une nouvelle sphère publique. Les actions à propos du vivre ensemble, initiées par les communes européennes utilisant la méthode SPIRAL du Conseil de l’Europe (CoE), sont innovantes et indispensables en ces temps de crise. La participation des individus à l’aide de la délibération, outil encore sous-exploité, pourrait être utilisé d’une manière plus efficace dans les rouages de la démocratie représentative, en quête de légitimité. Cette méthode, cherchant à lutter contre l’anomie sociale par la démocratie participative-délibérative, peut-elle fabriquer des liens microsociaux sur un territoire coresponsable ? SPIRAL, s’intègre dans un cadre bien plus large, qui se donne pour objectifs de créer des liens entre les participants, permettant d’actionner, à l’aide de groupes ouverts et homogènes, une série d’initiatives qui pourront être reprises par les institutions privées ou publiques, par les corps intermédiaires (associations, ONG, lobbies, syndicats, partis politiques), voire même par les individus. Ce nouvel outil pour une démocratie forte, est-il effectif pour défendre le bien commun ? La région wallonne de Belgique, impliquée dans ce projet depuis plus de dix ans, offre un recul nécessaire et sera ainsi, au centre de notre étude empirique. Cette dernière, a participé depuis les années 2000, à la « lutte pour une meilleure intégration sociale et le renforcement de la cohésion sociale », en utilisant la méthodologie du CoE. Le cheminement, se réalise à travers la défense et la recherche des droits fondamentaux, tels que protégés par la constitution belge et la Convention Européenne des Droits de l’Homme (CEDH). Les 1700 actions pilotes comptabilisées à l’heure actuelle, s’inspirent toutes de la définition de la cohésion sociale du CoE, qui vise la « recherche du bien-être pour tous dans la durée ».
