The idea:

ViviBalon emerged from numerous desires:

  1. To give dignity and legality to sellers of used objects, to collectors and scrappers that, after a change in the Italian commercial law in 2001, lost any chance to practice their business legally. This was despite the importance of the craft in fighting the economic crisis by reducing its effects in terms of social and urban exclusion;
  2. To stabilise and enhance the activity of historical crafts of collectors and recyclers and to build an organised management of the market area, which is otherwise threatened to become a non- democratically accessible space controlled by criminal means.
  3. To experiment new public policies sensitive to those practices that reduce impoverishment and that are focused on reuse, recycling, and secondhand objects and clothing.
  4. To create an interface between the city and its flea market, thus establishing common rules.

The local context

The Balon is one of the bigger flea markets of Italy, as well as the oldest (it dates back to 1861). According to the definition given by a Moroccan citizen at a meeting, "Balon is the internet of the poor", because it is precisely within the space of the market that knowledge and relationships can be developed, useful information can be diffused and objects and used goods can be found at low prices. According to another migrant citizen, Balon "is the place where you can find all that the city needs, but the one that citizens do not want to have near to home ". The market is, in fact, a place that is useful to all citizens but which is, at the same time, viewed as a space of chaos and disorder especially by those who live close by. The problem of the relationship between residents of the area and the market has always been faced with little creativity by only providing solutions that are coercive and relate to public order. Turin, the first Italian city of the car industry and today one of the largest post-industrial cities in Europe, has always been a place of poverty, social stratification, but at the same time an important place of development of spontaneous forms of informal economies. The Balon is a market with more than 1,500 traders, composed by second-hand dealers, antique dealers, shops of all kinds; it is within this space that the flea market has developed, which now holds 400 regular stations. The weekly activity of those selling used goods is typically carried out by people that integrate the income they have from other small businesses. The activity of the flea market is thus held by citizens who have lost their jobs, who have a very low income, and/or are migrants or Roma.

The starting point:

After the legislative amendment of 2001, the activities of the sellers of used goods that had non-standard commercial licenses could no longer be practiced. Starting from this, sellers of Balon began to meet each other and decided to form an association that would enable negotiations with the authorities to agree on a way to continue their work legally. In the same year, 15 operators of Balon established the Association ViviBalon, recognised by the Municipality of Turin as a partner with which to address the problem. During the first meetings of the operators some residents in the market area joined the association and, together with the other members, began to deal with the problems of the flea market. Steps and development of the action

  • 2001 - The Municipality of Turin assigns an area within the Balon to the association ViviBalon, and approves a resolution that defines the rules of a "free trade zone", aiding the problem of trade legislation concerning these kinds of sellers. The organization and activity of the flea market, that is open on Saturdays, thus begins. The association manages the first 100 stalls that are to be given to the weekly vendors. The activity of the association is governed by 20 volunteers. For every spot, sellers must pay €6, inclusive of taxes on the use of public land and on garbage.
  • 2003 - The area of free exchange is extended and the association supports the volunteers with some “professionals”, who are now paid and have gradually gained expertise in the management of the market with regard to order and logistics, coordination, allocation of places, collection of quotas. The places for sellers now at the disposal of the association increase from 100 to 400.
  • 2003 - Work of the association continues and is now consolidated. Every Saturday 400 sellers are working in the area of free trade in safe and legal conditions.
  • 2011 – The National Conference "States General of the operators of used goods" takes place in Turin and gives life to the national network ONU.

How does it work today?

The association is composed of a management group (President, Vice President, Secretary) and relies on a paid coordinator who is responsible for receiving requests for selling spaces during the week. This activity is called the "check" and it involves the acquisition of a card with which the seller may access his/her assigned space in the market. The tag now costs €8 but unlike before, the contribution is under the direct management of the association ViviBalon. Initially, the contribution of each seller was paid to the Municipality, who would then arrange to pass it on to the association.

With this system in place, the association was a sort of collection office of the municipality. Instead today, the association pays the municipality for the management of the entire area and manages directly the contributions. On Saturday at dawn, vendors arrive either to take up their assigned space or to buy a space on the spot if available. They are welcomed there by a coordinator, head of security and personnel (15 persons), the persons in charge of logistics, the volunteers and the members of the association (10 people). The demands today are greater than the 400 places currently managed. The association has now 300 members among all the market participants; it holds two or three meetings per year and renews executive positions on a yearly basis.

Main risks and problems

The contentious relationship with administrative leaders and officials of the municipality contradicts the good will of political authorities. Aspects in terms of bureaucracy are already complicated to follow and are not at all suitable for flexible situations of spontaneous and social challenges; something which has been a constant hindrance during the ten-year experience. In general, the lack of officials’ cultural background on the value and importance of the ancient crafts of reuse and recycling and of the practices of urban regeneration is the main obstacle, as is the political will of the municipality to undertake positive and non-conflicting solutions. The officials interpret every law, both national and European, in restrictive terms only, resulting in the inability to give value to the opportunities that exist in this area.

Main benefits

For the last 12 years, every Saturday the flea market comes alive with a wealth of crafts and humanity.

The fact that public administration has defined the concept of "free trade area" is important since it is recognised at the national level and helps to create and support the informal, local economy. An area such as the Balon is now regulated by shared principles and values that are accepted by all its users. The re-use, recycling, as well as the secondhand objects and clothing are all valued as important activities.

Many citizens experiencing difficulties may find employment opportunities.

Success Factors

  • Having an association formed by the same operators who work in the market of Balon;
  • Having always considered the Balon as a place full of interesting, dynamic social relations and never as a mere market;
  • Having focused on a strategy of mature governance rather than on the classical action of government processes and social phenomena;
  • Having assessed as key, in the current economic system and its crisis, the human capacity to discover ancient traditions and crafts of the city; and
  • Having a strong consideration for practices that value the use of goods and services rather than just their exchange value, assigned from time to time by the consumer.

Future perspectives

  1. To be able to obtain, at the national level, a legal framework that protects the activities of the sellers of used goods.
  2. To be able to question the criteria of free trade that would apply to the market in 2014, by the holding of a public announcement. These criteria are summarised by the mechanism provided for potential competitors score: 60 out of 100 points are related to the lowest bidder for the management, which means that there will be less support to operators, less staff for support, with low salaries.
  3. To test the organisation and management of a flea market in a private area, allowing it to be more independent and free from the bureaucracy and the public.

L’idea

ViviBalon nasce da alcuni desideri di partenza:

  1. Dare dignità e figura giuridica ai venditori di cose usate, ai raccoglitori, ai rottamatori che, dopo una modifica legislativa del 2001, riguardante il settore del commercio, avevano perso in Italia qualsiasi possibilità di praticare legalmente la loro attività, nonostante l’importanza di questo mestiere nel contrastare la crisi economica e ridurne gli effetti in termini di marginalità sociale ed urbana.
  2. Rendere stabile e valorizzare l’attività degli storici mestieri dei raccoglitori e riciclatori, costruendo una gestione organizzata e regolata dell’area del mercato, che altrimenti rischiava di trasformarsi in un luogo non accessibile democraticamente e controllato da meccanismi criminali.
  3. Sperimentare nuove politiche pubbliche sensibili alle pratiche che riducono l’impoverimento e che sono incentrate sul riuso, riciclo, riutizzo e sulla seconda vita degli oggetti e del vestiario.
  4. Creare un’interfaccia tra la città e il suo mercato dell’usato, stabilendo regole condivise.

Il contesto locale

Il Balon è uno dei più grandi mercati dell’usato d’Italia, nonché il più antico (è risalente al 1861). Secondo la definizione data da un cittadino marocchino durante un’assemblea, “il Balon è l’internet dei poveri”, perché è proprio all’interno dello spazio del mercato che si sviluppano conoscenze, relazioni, che si trovano informazioni, oltre ad oggetti e merci usate a poco prezzo. Secondo un’altra definizione sempre data da un cittadino migrante il Balon “ è il posto dove si trova tutto quello che serve alla città, ma che la città non vuole avere sotto casa”. Il mercato è infatti, evidentemente, un luogo utile a tutti i cittadini, ma al contempo additato come uno spazio di produzione di caos e di disordini soprattutto da chi vi abita vicino. Il problema del rapporto tra residenti della zona e mercato è sempre stato affrontato con scarsa creatività fornendo solo soluzioni coercitive e di ordine pubblico. Ma Torino, prima capitale dell’industria automobilistica italiana e oggi una delle maggiori città post industriali d’Europa, è sempre stata anche il luogo delle povertà, della stratificazione sociale, e quindi delle forme spontanee di sviluppo di economie informali. Il Balon è un mercato con oltre 1500 operatori commerciali, dai rigattieri, antiquari, ambulanti a negozi di ogni tipo, ed è proprio all’interno di questo spazio a vocazione mercatale che si è sviluppato anche il mercato delle pulci, che oggi conta 400 postazioni regolari. L’attività settimanale del venditore dell’usato, e quindi quella del raccoglitore e rottamatore, è in genere svolta da persone che integrano il reddito che hanno a disposizione da altre piccole attività. L’attività del mercato delle pulci è svolta da cittadini che hanno perso il lavoro, che hanno un reddito molto basso, che sono migranti o rom.

Come tutto è cominciato

Dopo la modifica legislativa del 2001, l’attività di venditore dell’usato non regolata da normale licenza commerciale, non può più essere praticata. E’ questa situazione che segna l’inizio degli incontri tra alcuni operatori dell’usato del Balon che decidono di costituire una associazione tra loro, proprio per cominciare a negoziare con le autorità il modo legale di poter continuare a svolgere il loro lavoro. Nello stesso 2001, 15 operatori del Balon costituiscono ViviBalon, e il Comune di Torino riconosce l’associazione come interlocutore per affrontare il problema. Durante le prime assemblee e riunioni degli operatori anche alcuni residenti nell’area del mercato aderiscono all’associazione, e cominciano insieme agli altri soci ad occuparsi del problema del mercato delle pulci.

Fasi e sviluppo dell’azione

  • 2001 – Il Comune di Torino assegna un’area all’interno del Balon all’associazione e approva una delibera che definisce il regolamento della “zona di libero scambio” che supera il problema della legislazione del commercio per quanto riguarda i venditori dell’usato. Inizia così l’attività di organizzazione del mercato delle pulci che viene aperto sabato. Vengono gestiti dall’associazione i primi 100 posti di vendita da assegnare ai venditori settimanali. L’attività dell’associazione è retta in termini volontari da 20 persone. Per ogni posto si pagano 6 euro, comprensivi di tasse sull’uso del suolo pubblico e rifiuti.
  • 2003 – L’area di libero scambio si estende e l’associazione affianca ai volontari alcune figure professionali pagate, che gradualmente hanno maturato competenze nella gestione del mercato: servizio d’ordine, servizio logistico, coordinamento, assegnazione posti, riscossione quote. I posti a disposizione dell’associazione passano da 100 a 400
  • 2003 –Prosegue l’attività dell’associazione e si consolida il meccanismo. Ogni sabato 400 postazioni di venditori dell’usato operano nell’area di libero scambio in termini sicuri e legali
  • 2011 – convegno nazionale a Torino “Stati Generali degli operatori dell’usato” che da vita alla rete nazionale ONU (www.reteonu.it)

Funzionamento attuale

L’associazione è composta da un direttivo ( Presidente, Vicepresidente, segretario ) e affida ad un coordinatore pagato il compito di ricevere le richieste di spazio dai venditori durante la settimana. Questa attività viene chiamata “la spunta” e si concretizza con l’acquisto, da parte del venditore, di un cartellino con il quale potrà accedere al posto assegnato per il mercato. Il cartellino costa oggi 8 euro, ma, a differenza dei primi tempi, il contributo è sotto la diretta gestione dell’associazione. Inizialmente infatti il contributo di ogni venditore veniva versato al Comune, il quale poi provvedeva a trattenere la sua parte e ad erogare il contributo all’associazione. Con questo sistema l’associazione di fatto fungeva da esattoria del Comune. Oggi invece l’associazione paga il Comune per la gestione dell’area, e gestisce direttamente i contributi dei venditori. Il sabato all’alba, alle 2, confluiscono nell’area i venditori con posto assegnato durante la settimana, e anche coloro che vogliono acquistarlo in loco. Ad accoglierli vi è il coordinatore, il responsabile della sicurezza con lo staff ( 15 persone), il responsabile della logistica, i volontari e membri dell’associazione( 10 persone ). Si gestiscono oggi 400 posti di vendita, anche se le richieste sono molte di più. L’associazione oggi conta 300 soci tutti operatori del mercato. Tiene due o tre assemblee all’anno e rinnova ogni anno le cariche direttive.

Problemi incontrati

Il rapporto difficilissimo con i dirigenti e i funzionari amministrativi del Comune, che contraddice tra l’altro la grande disponibilità delle autorità politiche. La burocrazia, già complicata da seguire e assolutamente non adatta a situazioni flessibili, spontanee e sociali da affrontare, ha sempre messo i bastoni tra le ruote di questa esperienza decennale. In generale la mancanza di un background culturale dei funzionari, relativo al valore e all’importanza degli antichi mestieri, del riuso e del riciclo e delle pratiche di rigenerazione urbana, è il principale ostacolo anche alla volontà politica dell’amministrazione di intraprendere soluzioni positive e non conflittuali. I funzionari interpretano ogni legge nazionale e ogni indicazione europea solo in termini restrittivi, risultando incapaci di utilizzare le opportunità che pure esistono in materia.

Principali benefici

Ogni sabato, da 12 anni, il mercato delle pulci con il suo bagaglio di umanità e di mestieri, può vivere. Aver definito da parte della pubblica amministrazione il concetto di “area di libero scambio” è un’importante passo avanti riconosciuto sul piano nazionale, per la creazione e il supporto all’economia informale e di prossimità. Un’area come quella del Balon è oggi regolata da principi e valori condivisi ed accettati da chi la utilizza. Il riuso, il riciclo, la seconda vita di oggetti e vestiario sono valorizzati come attività importanti. Molti cittadini in difficoltà possono trovare opportunità di lavoro.

Fattori di successo

Aver costituito un’associazione formata dagli stessi operatori del mercato dell’usato. Aver sempre considerato il Balon come un luogo ricco e pieno di relazioni umane interessanti, e mai come un semplice mercato. Aver puntato su una strategia matura di governance piuttosto che sulla classica azione dall’alto di governo dei processi e dei fenomeni sociali. Avere valutato come centrale, nell’attuale sistema economico e nelle sue crisi, la capacità umana di riscoprire antichi usi e mestieri della città. Avere grande considerazione delle pratiche che agiscono partendo dal valore d’uso delle merci e dei servizi, piuttosto che sul loro valore di scambio assegnato di volta in volta dal consumo.

Prospettive future

Riuscire ad ottenere, a livello nazionale, una legge quadro che tuteli l’attività degli operatori dell’usato. Riuscire a mettere in discussione i criteri con i quali potrebbe essere assegnata nel 2014 l’area del libero scambio attraverso l’indizione di un bando pubblico. Questi criteri sono sintetizzati dal meccanismo del punteggio previsto per gli eventuali concorrenti: 60 punti su 100 sono relativi all’offerta più bassa per la gestione, il che significa che si dovrà fornire meno assistenza agli operatori, meno personale per il supporto, con stipendi più bassi. Sperimentare su un’area privata l’attività di organizzazione e gestione del mercato delle pulci, potendo così essere più libera e indipendente dalla burocrazia dell’ente pubblico.
