The Idea: To use the web as a contact point between the supplying of food for humanitarian purposes and the collection of food surplus that is produced at all levels, thus eliminating waste and creating new resources available to those who need it. This is the idea that animated the discussions and then the concrete action of 4 friends, already involved in voluntary work and who were shocked by the levels of food waste. The mission of I Food share first began to take shape after reading a 2011 study by FAO dedicated to the loss and waste of food in the world (about 1/3 of the amount produced each year for human consumption amounted to 1.3 billion tons). The web seemed to be an effective tool to organize supply and demand: e.g. it can be used by individual donors, associations, churches, local organizations. The online platform allows free registration through direct categorisation of the food offered as well as its location at the regional level. Any donor can offer something by inserting the reference location, and the person who needs it can book and manage the food basket delivery / collection.

The local context: The south-eastern province of Sicily has many situations of economic hardship of families and individuals, mainly due to loss or lack of work. On the one hand, the wasting of food is unfortunately a rooted tradition in this area, while on the other the lack of economic resources limits the access to food for many persons. The starting point, therefore, was this: reducing waste to ensure that everyone has access to a key resource.

The starting point: Ifoodshare: The action began with the design and implementation of software and a written project for the association The Food Share, which was formed simultaneously alongside the start of the activity. In late February of 2013 the site was created online, and so began the campaign to promote and raise awareness on the ground in the town of Caltagirone, and on the web. The latter activity has caught the interest of much of the national press, and it has also created a multiplier effect in the local area concerning citizens’ interest in this new initiative.

How does it work today? Ifoodshare is an activity that relies on voluntary individual members, on the activism of its associations and organizations working in the social field or on those which are envisaged to protect and develop public welfare, such as the local authorities. However, the totally open approach of the action allows each territory or group to decide the organization and the model on which to base the intervention.

With regard to the experience gained from the first core activation, relative to the activity in the town of Caltagirone and in the adjacent territory, this is the organizational scheme:

1)Volunteer on web and Volunteer in the city

The volunteer is committed to promoting and publicizing the online platform to potential donors and beneficiaries of the program (e.g. citizens in temporary socio-economic difficulty, centers and bodies of charity and volunteering that in various ways already administer aid for disadvantaged citizens). The program makes available for free to donors and recipients a web-based system of management of food donation with the possibility for donor and recipient, through the internal messaging, to agree together the collection / delivery of a food basket. The volunteer both on the web and in the city should also organize and manage, online and on the ground (school, social security offices, etc.), IfoodShare meetings for the presentation of the system, particularly in the areas closest to him, thereby encouraging a direct and face-to-face relationship to explain and inform. In this way the “local referents” can be created, which are traceable and identifiable in case of difficulties of access to or use of the web platform by donors and / or recipients.

2)The search for donors among the large and small distribution of the agricultural sector

The task of the volunteer will be to contact the GDS (supermarket, coop, large retailers, small shops, bakeries, bars), proposing them to join the action and to register themselves, which is done on a special form dedicated to the project partners. For the GDS, in particular, special forms of request for collaboration and partnership have been created. In cases where the donor does not allow beneficiaries to withdraw the surplus product/s from its store, the volunteers organize and undertake the weekly withdrawal agreed with the donor. In the case of large amounts of food, associations, public authorities and parishes provide their space for storage. The volunteer or local referent, in this case, puts on the web a list of available products and notifies the recipients of its location. The latter, because they are already registered, can request them from their account. The stores participating in the program are included, with their consent, among the partners of IfoodShare.org, and receive information, informative material and a sticker to be displayed.

3)Looking for donors among ordinary citizens and on the web

For the participation of other donors in the area it is essential that the volunteer makes known the program and conveys the simple message that it is not an annual or occasional collection of food, rather it is more something that should become a daily, consistent, ethical and ecological practice. Another important point is that volunteers use the network of ifoodshare.org to communicate and share with his/her own contacts. For example, they can link to the site, write news on the blog, schedule meetings with schools to launch the initiative among students and staff, leave his/her own contact details and those of the association of ifoodshare for any reports of cases of people in difficulty or for giving assistance with online registration. In order to increase the network of producers and products featured on ifoodshare.org it is necessary to start from one’s own friendships, from the neighborhood, from the personal web contacts to make more products be shared online.

4)Identify Beneficiaries I Food Share

For the researching of beneficiaries it is essential to contact those who are already in the territory and are concerned with supporting vulnerable population groups (organizations, parishes, charities, associations, canteen services, social services, etc.) and inform them about this new way of locating food resources. The volunteer will assist the association to register on ifoodshare.org and will leave their contact details and those of the association ifoodshare for any needed support. All products uploaded and recorded on the site by donors and companies are stored only for statistical purposes. The system ifoodshare.org is therefore an excellent monitoring system in each territory with regard to rescued or otherwise wasted food resources.

Participation and Governance:

The project is currently in a start-up phase and the demands for collaboration and partnership with various organizations are ongoing. From the beginning, the patronage of the Municipality of Caltagirone was present as was the diocesan Caritas of Caltagirone’s commitment to the project. IfoodShare.org is in the process of accreditation with the National Agency for the Youth in Action European Youth program to be a sending organization and one of coordination for the Action 2 European Voluntary Service. Many entities have given their support to the program through the website ifoodshare, as did many informal groups of citizens and young people who are starting in their own territories to tackle the crisis with grassroots policies. One of the latest declarations of support to ifoodshare was on the part of the culture psychology festival in Lombardy, promoted by the order of psychologists http://festivalculturapsicologica.com/sostienici/. Up until this moment the action was using individual resources of the founders, in monetary terms, professionalism and time, to move the project forward.

Added value of the project and making resources available: The benefits derive from the possibility of pooling the surplus of food that would be wasted otherwise, and by turning what would be destined to increase the amount of municipal solid waste into a resource for the well-being of all. The main objective is to make sure that the IFoodShare program can become a tool used by anyone anywhere, without territorial limits and time. Solidarity cannot be connected just to certain times of the year, it must be daily. Crises can be overcome if the territories pool together and overcome the difficulties in a shared way.

Challenges and risks faced:

The difficulties that can be faced mainly consist in the fact to make people understand how the program works and how anyone can become involved in their own area. The funds and resources for the promotion of the action, secondly, are all charged to the association. This is increased by the cost of insurance imposed by the Italian law on voluntary work (Law 1991/266), which must be borne by the association. Being that Ifoodshare is a newly formed association, there is not the economic strength to advance and support these costs for all the volunteers requesting membership from all over Italy.

The dialogue with retailers is a very slow process because of the bureaucratization of their offices and services, but it is fundamental to request the withdrawal of the products that are poorly packaged or overripe and which will be refused even if they are perfectly consumable. For instance, the branches of supermarkets are often run by those employees who do not have the authority to underwrite a project, and for this reason the times to start the necessary requests to the beneficial owners of companies are getting longer.

Future perspective: The difficulty of holding a dialogue with the mass distributers is due to the decentralization of structures in the area. The holders of the branches, even though they fully welcome the initiative, cannot directly decide. An agreement at the central level with the large chains in the area is thus an important goal. Another future goal is to propose a new law on insurance for the voluntary work, making sure that each volunteer can be provided to pay for their own insurance.

sistema web gratuito per la condivisione online del cibo a scopi sociali e umanitari. I Food Share permette di donare il surplus agroalimentare prodotto sia dai singoli che dalla piccola e grande distribuzione e dalle aziende agricole.

L’idea: Utilizzare il web come luogo di incontro tra domanda di cibo per scopi umanitari e raccolta del suprplus agroalimentare prodotto a tutti i livelli, eliminando gli sprechi e creando nuove risorse disponibili per chi ne ha bisogno. E’ questa l’idea che ha animato le discussioni e poi l’azione concreta di 4 amici, già impegnati nel volontariato, molto colpiti dai livelli di spreco del cibo. La mission di I Food share, ha infatti cominciato a prendere forma dopo la lettura di uno studio della FAO pubblicato nel 2011 dedicato proprio alla perdita e allo spreco di cibo a livello mondiale (circa 1/3 di quello prodotto ogni anno per il consumo umano, pari a 1,3 miliardi di tonnellate). Il web è sembrato uno strumento efficace per organizzare domanda e offerta: può essere utilizzato da singoli cittadini donatori, associazioni, parrocchie, enti locali, aziende. La piattaforma web permette tramite la registrazione gratuita la pubblicazione diretta del cibo offerto e la sua localizzazione a livello territoriale. Qualsiasi donatore può offrire qualcosa inserendo la località di riferimento e l’ente cittadino può prenotare la cesta alimentare e gestire autonomamente la consegna/ritiro.

Il contesto: La provincia sud orientale della Sicilia presenta molte situazioni di difficoltà economiche di famiglie e di singoli cittadini, soprattutto a causa di perdita o mancanza di lavoro. Da un lato lo spreco di cibo è una consuetudine purtroppo radicata, dall’altro la mancanza di risorse economiche ne limita per molti l’accesso. Il punto di partenza dunque è stato questo: riduzione dello spreco per garantire a tutti l’accesso a una risorsa fondamentale.

Come tutto è iniziato: L’azione Ifoodshare è cominciata con la progettazione e realizzazione del software e con la scrittura del progetto per l’associazione I Food Share, che è stata costituita contestualmente all’avvio dell’attività. A fine febbraio del 2013 il sito era online, ed è iniziata la campagna di promozione e sensibilizzazione sul territorio del comune di Caltagirone, e sul web. Quest’ultima attività ha subito suscitato l’interesse di molti organi di stampa nazionali, e ciò anche sul territorio locale, ha avuto un effetto moltiplicatore dell’interesse dei cittadini per questa nuova iniziativa.

Come funziona? Ifoodshare è una attività che si basa sul volontariato dei singoli aderenti, e sull’attivismo proprio di associazioni ed enti che lavorano nel sociale o che sono preposti, come gli enti locali, alla tutela e allo sviluppo del benessere pubblico. Tuttavia il carattere totalmente aperto dell’azione, consente ad ogni territorio o insieme di realtà di decidere l’organizzazione e il modello sul quale basare l’azione. Per quanto riguarda l’esperienza derivante dal primo nucleo di attivazione, relativo all’attività nel comune di Caltagirone e nel territorio limitrofo, questo è lo schema organizzativo:

1) Volontario web e Volontario in città Il volontario si impegna a promuovere e far conoscere la piattaforma web a potenziali donatori e ai beneficiari del programma ( cittadini in temporanea difficoltà socio-economica, centri ed enti di assistenza e volontariato che a vario titolo già gestiscono l’aiuto a cittadini svantaggiati). Il programma mette a disposizione di donatori e beneficiari in maniera gratuita un sistema web di gestione della donazione alimentare con possibilità di concordare tramite messaggistica interna il ritiro/consegna della cesta alimentare direttamente tra donatore e beneficiario. La figura del volontario web e in città dovrebbe organizzare e gestire sia online che sul suo territorio incontri di presentazione del sistema IfoodShare, in particolare negli ambiti a lui più vicini ( scuola, servizi socio assistenziali del territorio, etc.), prediligendo la relazione diretta e personale per spiegare ed informare. In questo modo si creano dei REFERENTI DI ZONA che in caso di difficoltà di accesso o utilizzo della piattaforma web da parte di donatori e/o beneficiari, siano rintracciabili e riconoscibili.

2)La ricerca dei donatori tra la grande e piccola distribuzione del comparto agroalimentare Compito del volontario sarà quello di contattare direttamente la GDS ( supermarket, coop, grandi esercenti, piccoli esercizi commerciali, panifici, biscottifici, bar), per proporre di registrarsi e curare la registrazione online che avviene su apposito form dedicato ai partner del progetto. Per la GDS in particolare sono stati creati appositi modelli di richiesta di collaborazione e partenariato. Nel caso in cui il donatore non permetta ai beneficiari di ritirare presso il proprio punto vendita il prodotto in surplus, i volontari si organizzano e si impegnano al ritiro settimanale concordato con il donatore. In caso di grandi quantità di cibo associazioni, enti pubblici e parrocchie, mettono a disposizione i loro spazi per l’immagazzinamento. Il volontario o referente di zona in questo caso, carica sul web la lista di prodotti disponibili e avvisa i beneficiari del suo territorio. Questi ultimi siccome sono registrati, possono richiederli dai propri account. I punti vendita che aderiscono al programma vengono inseriti, previo consenso tra i partner di IfoodShare.org e ricevono materiale informativo e apposito adesivo da esporre.

3)Cercare donatori tra i comuni cittadini e sul web Per attivare altri donatori nel proprio territorio è fondamentale far conoscere il programma e lanciare il semplice messaggio che non si tratta di una raccolta annuale ed episodica di cibo, ma semplicemente di quella che può diventare una pratica quotidiana e costante, etica ed ecologica. Altro punto importante è la condivisione in rete, con i propri contatti, di ifoodshare.org. Linkare il sito, le news del blog, programmare incontri con gli istituti scolastici per lanciare l’iniziativa tra gli studenti e il personale, lasciare i propri recapiti e quelli dell’associazione ifoodshare presenti sul web anche per eventuali segnalazioni di casi con soggetti in difficoltà o per assistenza per la registrazione sul sito. Per incrementare la rete di prodotti presenti su ifoodshare.org è necessario partire dalle proprie amicizie, dal proprio quartiere, dai propri contatti web per far condividere dei prodotti on line.

4)Individuazione Beneficiari I Food Share Nella ricerca di beneficiari è fondamentale contattare chi già nel territorio si occupa di sostegno a fasce deboli della popolazione (Enti, Parrocchie, Caritas, Associazioni, servizi mensa, servizi sociali ecc) informandoli di questa nuova modalità per reperire risorse alimentari. Il volontario dovrà assistere l’associazione per la registrazione sul sito ifoodshare.org e lasciare i propri recapiti e quelli dell’associazione ifoodshare per eventuale supporto. Tutti i prodotti caricati e prelevati sul sito da donatori e aziende vengono archiviati a solo scopo statistico. Il sistema ifoodshare.org pertanto è anche un ottimo sistema di monitoraggio in ogni territorio, delle risorse agroalimentari recuperate altrimenti sprecate.

Participazione e Governance Attualmente il progetto è in una fase di start up e si stanno avviando le richieste di collaborazione e partenariato con vari enti. Fin da subito si è concretizzato il patrocinio del Comune di Caltagirone e l’adesione al progetto da parte della Caritas diocesana di Caltagirone. IfoodShare.org è in fase di accreditamento con l’Agenzia Nazionale Gioventù per il programma europeo Gioventù in Azione come organizzazione di invio e coordinamento per l’AZIONE 2 servizio di Volontariato Europeo. Molte realtà hanno dato la loro adesione tramite il web al programma ifoodshare, tra queste anche gruppi informali di cittadini e giovani che nei propri territori stanno avviando politiche dal basso per fronteggiare la crisi. Una delle ultime adesioni e sostegno di ifoodshare è da parte del festival della cultura psicologia promosso in Lombardia dall’ordine degli psicologi http://festivalculturapsicologica.com/sostienici/. Fino a questo momento si stanno utilizzando individuali risorse dei soci fondatori, in termini monetari, di professionalità e tempo per portare avanti il progetto.

Valore Aggiunto del progetto I benefici derivano dalla possibilità di mettere in comune il surplus di cibo trasformando ciò che sarebbe sprecato e destinato all’incremento della quantità di rifiuto solido urbano, in risorsa per il benessere di tutti. Fare in modo che i foodshare diventi un programma utilizzabile da chiunque e ovunque senza limiti territoriali e temporali è l’obiettivo principale. La solidarietà non può essere solo legata ad alcuni periodi annuali ma deve essere quotidiana, le crisi possono essere superate se i territori mettono in comune e superano insieme le difficoltà.

Ostacoli e Rischi Si incontrano a volte difficoltà nel far capire il funzionamento del programma e come ognuno può attivarsi nel proprio territorio. I fondi e le risorse per la promozione dell’azione, inoltre, sono tutti a carico dell’associazione. Il carico maggior è il costo dell’assicurazione imposto dalla legge italiana sul volontariato (legge 1991/266) , che deve essere a carico dell’associazione. Essendo un’associazione neocostituita non vi è la forza economica per anticipare e sostenere tali costi per i volontari che stanno richiedendo l’adesione da tutta Italia. Dialogare con la grande distribuzione, infine, è un processo molto lento per la burocratizzazione di uffici e servizi delle aziende, ma ciò è fondamentale per richiedere il prelievo dei prodotti in scadenza o mal confezionati e destinati al rifiuto ma perfettamente consumabili. Le filiali dei supermercati, ad esempio, sono spesso gestite da semplici dipendenti che non hanno titolarità per sottoscrivere un progetto del genere per cui i tempi si allungano per avviare le dovute richieste ai titolari effettivi delle aziende.

Prospettive future La difficoltà di dialogare con la grande distribuzione è dovuta alla decentralizzazione delle strutture nel territorio. I titolari delle filiali nonostante siano pienamente favorevoli all’iniziativa non possono prendere decisioni in merito. Stipulare quindi accordi a livello centrale con grandi catene presenti sul territorio è un obiettivo importante. Altro obiettivo futuro: proporre una nuova normativa in materia di assicurazione per il volontario, facendo in modo di prevedere che esso stesso possa pagarsi la sua assicurazione.
