Based on Ex-propriation and fines in order to avoid buildings lying empty while families and individuals face homelessness on the streets of Andalucía, Spain.
The projected bill provides for:
- the ex-propriation of houses to banks for up to three years in cases of expulsion of families who meet certain criteria and are at risk of social exclusion;
- the encouragement of the use of empty houses through a system of sanctions, which can deliver fines of up to €9,000 to banks and their subsidiaries that leave their properties unoccupied for a period exceeding six months.
