UNESCO defines culture as a whole complex of distinctive spiritual, material, intellectual and emotional features that characterise a society or social group. Here, we limit its scope to the narrow sense of the term which covers cultural activities and services, particularly in the domain of Arts and Litterature and we include sports and other past-time activities.

Access to culture as well as access to hobbies and leisure are often disregarded when addressing poverty-related issues. However, being able to access and participate in cultural life is fundamental to individual and collective self-development. Some civil society and instituational initiatives are working to facilitate access to it.
Below are some examples of the different types of actions (in orange) and policies (in green) that aim to facilitate access to culture as well as hobbies and leisure.
