Bordeaux’ meeting will be attended by the Council of Alliances, the thematic networks referents, some field actors and the secretariat of TOGETHER International and TOGETHER France. Its goals are to create a synthesis with the citizen proposals gathered in the framework of the project and to plan the future steps of the project, also planning the political dialogue in view of the meeting in Braine l'Alleud
General presentation
State of play :
CO-ACTE project aims to launch a citizen dynamic in order to build policy proposals encouraging co-responsibility processes for the well-being of all. To reach such objective it relies on the SPIRAL achievements, on other processes sharing the same values and objectives (Agenda 21, Transition Movement, eco-villages, LEADER approach, etc.) and on citizens of the concerned territories or other territories. The project began with the gathering of citizens’ policy proposals, according with the two approaches agreed during the kick-off meeting, on September 2015 28th and 29th: a well-being approach corresponding to phase 2 of SPIRAL with three questions and a fourth one specific to CO-ACT, and a balance approach corresponding to phase 8 of SPIRAL with 3 questions (a third approach is also possible: co-evaluation approach, corresponding to phase 7 of SPIRAL). Numerous proposals of citizens, in the form of post-its, were collected and entered in wikispiral website. A synthesis stage then began in December 2015, provided by the International TOGETHER Secretariat. It leads to build progressively a classification and coding system. The objective of this system, developed on excel file, is to be able to join all the post-its that relate to the same question in order to generate coherent and inclusive synthetic proposals from all data, classified in a logical order, from general to more particular. A first version of this work was sent to the Council of Alliances on January 7th. The synthesis is not yet complete, but it should reach a sufficiently advanced level in order to assess in Bordeaux the value and relevance of this method, depending too on the number of post-its collected until that date. Furthermore, a group of students from the University of Bordeaux led by Laurent Couderchet and the Secretariat of TOGETHER-France has developed a grid of values from a general reading of the post-its. An analytical grid proposal was also sent by Pierre Calame.
Its goals are :
- To examine the synthesis already produced and the different proposals, analyzing their relevance, complementarities and introducing improvements, in order to agree on a methodology for the synthesis, taking into account that the collection of post-its will continue after the meeting in Bordeaux and perhaps even throughout the whole CO- ACT project.
- To analyse the content of the proposals emerging from the synthesis and the conditions for a political dialogue : how to formalize the proposals for dialogue, which ways, forms and methods of dialogue to be developed, before Braine-l'Alleud meeting and in the meeting .
- To plan the future steps of the project , including :
- Organisation of the continuity of the process: collecting of new proposals and feed-back of the synthesis to citizens to review/complete their proposals, according to Delphi methodology
- Planning of the political dialogue until the Meeting in Braine l’Alleud ;
- Organisation of the 5 thematic meetings, defining the modalities of their realization.

10h - Mise en perspective et premiers enseignements des données girondines La promotion de Master 1 en Gestion territoriale du développement durable de l'Université de Bordeaux Montaigne s'est immergée dans le projet Co-ACTE. Les étudiants, encadrés par Elodie Boudé et Laurent Couderchet ont conduit des ateliers, analysé la base de données des 7000 critères citoyens de bien-être et mal-être et travaillé à une 1ère proposition de grille de critères de coresponsabilité territoriale. Ils discuteront avec nous de leurs 1ères conclusions.

S'en suit un voyage au "Pays du Bonheur" où Yuden nous incite à enlever nos lunettes et nos chaussures occidentales pour découvrir l'Orient et sa conception du bonheur pour tous, aujourd'hui et demain, mesuré dans le fameux indice du Bonheur national brut.''
15h - Le regard d'Eva Sas et le crayon de Benjamin Flahaut Eva SAS est Députée française, Vice-présidente de la Commission des finances de l'Assemblée nationale et auteure de la "Loi SAS" sur les nouveaux indicateurs de richesses Benjamin Flahaut est auteur - dessinateur, Lauréat 2003, pour Carnets de Sibérie, du prix Lonely Planet (Clermont- Ferrand, Biennale du carnet de voyage), il a cosigné depuis Sillages d’Afrique, La Ligne de fuite, Mauvais garçons et surtout l’exceptionnel Kililana Song, chez Futuropolis. Tous deux étaient membres de la délégation française invitée à la Conférence internationale sur le Bonheur national brut au Bhoutan en novembre 2015.
15h30 - Mise en pratique et en jambes sur un cas concret : La Charte française de la Concertation Le Ministère du développement durable travaille actuellement, en partenariat avec l'Institut de la Concertation à la refonte de la "Charte de la concertation" issue de la Loi Lepage. Le Ministère animera ce même jour, un atelier décentralisé à Bordeaux pour y travailler avec les acteurs mobilisés. Nous saisirons cette occasion pour travailler ensemble à dessiner une "Charte rêvée de la concertation" qui soit vecteur de coresponsabilité, au regard des premiers enseignements du projet Co-ACTE
17h30 : Mise en commun Nous rejoindrons les participants à l'atelier co-organisé par le Conseil de développement durable de Bordeaux métropole et le Ministère du développement durable pour partager ensemble nos visions et propositions
